Notice is hereby given in accordance with the Open Meetings Act, Chapter 551, Government Code and Section 36.404 of the Texas Water Code, that the Victoria County Groundwater Conservation District will hold a public meeting on October 2, 2026, at 9:00 AM at 1501 E. Mockingbird Lane, Victoria, Texas.  During the meeting, the Board of Directors is scheduled to conduct a permit hearing, consider, and possibly take action regarding the following permitting matter(s):

Mr. Sean Stibich for Victoria County Port Facilities Corp seeks, under production permit application ADSPP-20260402-01, a permit authorizing the production of saline groundwater for industrial uses at pumping rates of 17,361 gallons per minute and 28,000 acre-feet per year from a proposed deep saline well to be located at Latitude: 28° 39' 26.9" N, Longitude: 96° 55' 55.2" W, from the Goliad Saline Groundwater Zone at depths between 1,300 and 1,825 feet below the surface.  The proposed well will be located on a 3,036.40-acre tract of land near the intersection of State Highway 185 and McCoy Road in Victoria County, Texas.

Any person who intends to contest a permitting request must provide written notice of that intent to the District at P.O. Box 69, Victoria, Texas 77902, or 1501 E Mockingbird Lane, Suite 103, Victoria, Texas, at least three calendar days prior to the hearing date in this public notice.  If the District does not receive a timely notice of intent to contest a permitting request, the Board of Directors may cancel the related permit hearing and take action on the permit request(s) at the next regular board meeting in accordance with the Rules of the District.
