On October 2, 2026, the Board of Directors of the Victoria County Groundwater Conservation District 1)  reconvened the previously recessed rulemaking hearing and opened the rulemaking hearing regarding the proposed rule revisions designated the 2026 Proposed Rules of the District - Version 20260710, the Proposed Rules submitted by the General Manager of the District, and Proposed Rules submitted by the Port of Victoria, 2) closed the rulemaking hearings after receiving public comments from all meeting attendees, 3) designate the VCGCD - Rules of the District - Management Recommended Revisions - 20260827 as the 2026 Proposed Rules of the District, and 4)  instructed the General Manager to post a notice for a rulemaking hearing to receive public comment and consider the adoption of the 2026 Proposed Rules of the District and any alternate set of rules submitted to the District by Friday, October 30, 2026 and posted to the District's website before initiating the process to post the rulemaking hearing notice for December 1, 2026.
